Description:
The District is procuring a variety of specialized equipment for the DSW Team. These tools
include, but are not limited to, drysuits, ropes, harnesses, and SCUBA equipment. Budgeted cost
is $44,720.
Justification:
Ensuring that District firefighter/paramedics are properly equipped and protected in emergency
situations is crucial to operational success. Incorporating tools such as the drysuits, ropes,
harnesses, and SCUBA equipment not only allows District FF/PMs to access victims more
efficiently during water or ice-related rescues, it also reduces the chance of serious injury to all
parties involved. This equipment will be especially helpful for more complex water and icerelated emergencies in which the District will be utilizing its DSW team—marking an expansion
of the team’s ability to respond to these types of rescues. Furthermore, the purchase of this
equipment expands the team’s ability to respond to these types of rescues. Furthermore, the
purchase of this equipment expands the team’s capabilities for MABAS responses. This is in
alignment with the following low priority strategic goals: Efficiently Managed Resources ->
strengthened regional collaborations; Team Development -> increase interagency collaboration
and the number of training opportunities for staff members; Evolving Service Demands ->
increased efficiency through technology.
Budget Impact/Other:
Per GFOA best practices, operating impacts may be classified into one of three elements (or a
combination of the three) based on the nature of the purchase: 1) increased revenues, 2)
increased expenditures, and 3) additional cost savings. The procurement of DSW equipment will
provide the District increased expenditures at the time of purchase (one-time cost). Additionally,
the District will experience recurring expenditures related to the regular maintenance and upkeep
of this equipment. Indirect additional cost savings will also be seen through a reduction in
incurred injury-related liability with the procurement of safety equipment.
