| STRATEGIC GOALS
As an organization, the Bartlett Fire Protection District (District) has placed itself among the special class
of entities that have made a commitment to formalized strategic planning and goal setting exercises. As
District leaders are aware, strategic planning is not a new phenomenon for progressive communities and
government agencies. Policymaking boards and staff in both private and public organizations, including
the District, recognize the value of such processes. This important work will serve the District’s service
area well into the coming years.
Strategic planning is a preferred approach to guiding an organization’s future rather than making
decisions issue by issue. The District engaged with CP2 Consulting to facilitate several strategic planning
workshops with the Board, firefighter/paramedics, and administrative staff members in the spring of
2025. This process began with a meeting with the consultant and administrative staff to review strategic
planning principles, a discussion of organizational value proposition, the status of the District’s vision and
mission statements, and an initiation of stakeholder outreach. The purpose of this strategic planning
process was to answer five critical questions about the District: 1) Where are we now? 2) Where do we
want to be? 3) How do we get there? 4) How will we know when we get there? And 5) Are there changes
in the future external environment that we need to consider?
Once feedback was gathered from external stakeholders, meetings were scheduled with organizational
stakeholders to solicit input on their vision regarding the District’s future. With the focus groups as a
starting point for discussions, the strategic planning workshops provided a positive atmosphere for the
Board, firefighter/paramedics, and administrative staff members to collaboratively review and develop the
District’s vision for the future and strategic goals, ultimately determining where the District wants to go
as an organization. As discussed, and reviewed during the workshops, executive-level strategic planning
sessions are a staple of good governance and leadership for progressive organizations.

11 short-term and 6 long-term strategic goals were identified, and through a ranking system completed by
the District board and staff members, each goal was prioritized as high, medium, or low priority. All short
and long-term strategic goals are outlined on the following two pages.
FY25: In FY25, the District completed the last items on its previous Strategic Plan (2020-2025) its next
Strategic Plan, which outlines 2025-2027, was also completed in 2025. Initial development included
workshops, round table sessions with Board members and staff, and focus groups as the District sought to
outline a vision for itself in alignment with its mission and operational priorities.
