Administration
Accountable to: Deputy Fire Chief
Performance metrics in this section detail hiring efforts and collaboration opportunities. These
measurements are important for our residents because they represent succession planning efforts.
This also includes metrics indicating how the District recruits talent how quickly it can on-board
prospective firefighter/paramedics. Hiring and collaboration efforts both have positive
implications for quality of service delivery and performance of staff. The District’s Fire Analyst
is responsible for compiling these metrics and is accountable to the Deputy Fire Chief.
Operations
Accountable to: Fire Chief
Performance metrics in this section include District-wide training and operational practices. To
improve operational efficiency and effectiveness, the District focuses on a few priorities. These
include, but are not limited to: cross-training, multidisciplinary training, consistency of
performance, and meeting or exceeding benchmarks. Measuring this data informs our residents
about the quality of our training practices, how often we’re meeting our expectations for service,
and how we’re performing comparatively to standardized benchmarks. In short, we’re
communicating the level of service our residents can expect to receive in the event of an
emergency. It’s important to note that the significant increase in 90th percentile performance
responses in FY25 is due to more accurate data collection. As a result, this number is expected to
increase more gradually in FY26. Battalion Chief Gustafson is head of the training division and
is responsible for these metrics. He is accountable to the Fire Chief.
Operations: Special Teams
Hazmat
Accountable to: Fire Chief
Performance metrics in this section include District training and operational practices specific to
the District’s Hazardous Materials (Hazmat) Team. The two objectives noted within the
District’s performance metrics are focused on increasing team-wide certifications. This not only
makes members of the team safer and more qualified to perform their duties, it also ensures that
District residents and MABAS partners can expect a high-level of service from our team.
Lieutenant Chapman is head of the District’s Hazmat Special Team and responsible for these
metrics. He is accountable to the Fire Chief.
