Description:
The District is procuring an EMS tent and portable air conditioning unit that will be utilized
during community events. This tent, air conditioned for the comfort and safety of residents
and FF/PMs, will provide a designated space on location for medical care. Budgeted cost is
$16,000.
Justification:
Ensuring that District residents can enjoy and feel safe at community events is hugely
important to the District. In purchasing a portable EMS tent, residents can enjoy greater
privacy and protection from the elements should they need medical care while attending a
community event. Furthermore, this item offers shelter to District FF/PMs working
outdoors—a particularly valuable resource on busy summer holidays. This is in alignment
with the following high priority strategic goal: explore options to expand health, well-being
and risk reduction initiatives for employees
Budget Impact/Other:
Per GFOA best practices, operating impacts may be classified into one of three elements (or
a combination of the three) based on the nature of the purchase: 1) increased revenues, 2)
increased expenditures, and 3) additional cost savings. The procurement of an EMS tent
and portable A/C unit will primarily incur increased expenditures. Expenditures will be
incurred immediately after use from energy consumption, as well as in alignment with
regular maintenance schedules. However, the District may also experience indirect
additional cost savings through reduced liability. By placing FF/PM’s in an airconditioned
EMS tent, risk of injury or sickness is reduced.
