Description:
The District is procuring 36 total Level 3 ballistic plates for replacement of expired plates.
These ballistic plates are stored on the District’s emergency vehicles in the event of an
active shooter incident or public safety threat requiring a Rescue Task Force. Budgeted cost
is $17,000.
Justification:
Ensuring that District firefighter/paramedics are properly equipped and protected in
emergency situations is of paramount importance. Replacing ballistic equipment in
alignment with observed safety standards is one way in which the District accomplishes
this. The above capital item is in alignment with the following high priority strategic goal:
explore options to expand health, well-being and risk reduction initiatives for employees.
Budget Impact/Other:
Per GFOA best practices, operating impacts may be classified into one of three elements (or
a combination of the three) based on the nature of the purchase: 1) increased revenues, 2)
increased expenditures, and 3) additional cost savings. The procurement of replacement
ballistic equipment will provide the District indirect additional cost savings immediately
after purchase. Though this equipment does not produce regular maintenance costs, the
District incurs significant liability when safety equipment no longer meets necessary
regulations. Consequently, by replacing old gear, the District sees a reduction in incurred
liability.
