Description:
The District is procuring a Paratech Trench Kit for vehicle-related emergencies to assist the
Technical Rescue Team. This tool assists with stabilization during trench rescues. Budgeted
cost is $15,000.
Justification:
Ensuring that District FF/PMs are properly equipped and protected in emergency
situations is crucial to operational success. Incorporating tools such as the Paratech Trench
Kit not only allows District FF/PMs to access victims more efficiently during TRT-related
rescues, it also reduces the chance of serious injury to all parties involved. As previously
stated, the Paratech Trench Kit will be especially helpful for more complex emergencies in
which the District may be utilizing its TRT—marking an expansion of the team’s ability to
respond to trench rescues. This is in alignment with the following high and low priority
strategic goals: explore options to expand health, well-being and risk reduction initiatives for
employees, identify and implement strategies to expand special teams.
Budget Impact/Other:
Per GFOA best practices, operating impacts may be classified into one of three elements (or
a combination of the three) based on the nature of the purchase: 1) increased revenues, 2)
increased expenditures, and 3) additional cost savings. The procurement of the Paratech
Trench Kit will provide the District minor increased expenditures. These expenditures will
be related to the regular maintenance and upkeep of this piece of equipment. Indirect
additional cost savings will also be seen through a reduction in incurred injury-related
liability.
