Description:
The District is procuring Fire Dex Tech Gen 71 Turnout Gear. This includes 12 sets of new
turnout gear ($4,800/set) for $57,600. Included in this price is a second set of gear for
current members, and 3 initial sets for new hires. Furthermore, the District is procuring 6
sets of new turnout gear for training division members ($27,400). This brings the FY25
total for this item to $85,000.
Justification:
Ensuring that District FF/PMs are properly equipped and protected in emergency
situations is of paramount importance. As a part of the District’s cancer-preventative
initiatives, there has been a strict 5 and 5 turnout gear replacement schedule, making it an
anticipated recurring cost. This allows the District to maintain compliance with NFPA 1851,
and staggers purchases for fiscally responsible budgeting practices. 2 This is in alignment
with the following high priority strategic goal: explore options to expand health, well-being
and risk reduction initiatives for employees.
Budget Impact/Other:
Per GFOA best practices, operating impacts may be classified into one of three elements (or
a combination of the three) based on the nature of the purchase: 1) increased revenues, 2)
increased expenditures, and 3) additional cost savings. The procurement of turnout gear
will provide the District with both increased expenditures and additional cost savings.
Included in this purchase is replacement gear, training gear, and 3 initial sets for new hires.
Immediately upon purchase, the District will see an increase in expenditures because 3 sets
of turnout gear are for new hires. Eventually, these 3 new hires will replace current
members planning to retire, bringing the District back to full staff. However, until this time,
the District will experience higher repair and maintenance costs. Following the first year,
the District will experience additional cost savings for the replacement turnout gear, as
repair costs are driven down and incurred liability decreases.
